I'm not in California but here in Houston I found out that there is a Charter school near us which is actually dual language and starts at 3 years old. Had to do a lot of digging around on the public school system's website before I found it, but in the process also found some dual language programs in the elementary schools starting at 4 years old (pre-K).

So I would suggest don't rule out the regular school district, which may surprise you — I was completely shocked that 3-year-old preschool could happen for free, and dual-language at that.

The one closest to us is admission by lottery and my son did not get in this year, but we will try for next year!

In the meantime I found a nearby private preschool (although in English) with drop-in hourly rates, so he can get used to being in a group, and he goes 2 mornings a week, and the rest of the time stays with his Tia in Spanish.
